Gulu: The tempo is rising across the Acholi Sub-region ahead of President Yoweri Kaguta Museveni’s anticipated campaign tour, with National Resistance Movement (NRM) leaders promising a landslide victory for the ruling party.
During the mobilization of 11 District and City Executive Committee’s on October 5, 2025, in Gulu City, Hon. Hampson Obua, the NRM Vice Chairperson for Northern Uganda, cautioned party members against internal sabotage and urged them to unite behind the party’s official flag bearers.
Obua, who also serves as the Government Chief Whip, emphasized that internal cohesion would be crucial in securing victory for the NRM during the forthcoming campaigns.
“We want to promote, nurture, groom, and mentor leaders. Therefore, every district will run its own tailored program,” Obua said, revealing that President Museveni is scheduled to hold 151 campaign rallies, two per day across the country.
He added that this campaign strategy seeks to strengthen NRM structures and ensure that every region’s unique priorities and challenges are addressed during the presidential outreach.
Campaign programme
The President is expected to start his campaign in Acholi from Amuru district on October 20. The following days, he will hold two rallies in Nwoya and Omoro districts, followed by Lamwo, and Gulu district and district combined.
On Thursday October 23, he will campaign in Pader and Kitgum districts then on Friday conclude with Agago district in the morning before heading to Abim district in Karamoja sub region in the afternoon.
Achievements Highlighted
Hajjat Medina Naham Ojale, the NRM Director of Finance, highlighted the major achievements that Northern Uganda has registered under the NRM government.
She cited significant improvements in road infrastructure, particularly the enhanced road network in Gulu City and the yet to start Nebbi-Goli Highway project.
She further noted that the long-standing power challenges in the West Nile sub-region had been addressed following the successful connection of the area to the national electricity grid a milestone that has opened up new economic opportunities.
Ojale expressed optimism that with government initiatives such as the Parish Development Model (PDM) and other funding programs in place, Northern Uganda is on the verge of a new phase of economic transformation.
“We appreciate the efforts of our elders and leaders who lost in the party primaries but chose to remain loyal by stepping down from contesting as independents,” Ojale remarked. “Their decision to mediate and reconcile other aggrieved members demonstrates true commitment to party unity.”
Call for Strategic Focus
Catherine Lamwaka, one of the senior mobilizers in the region, urged the NRM structures in Acholi to channel their energy towards strengthening the party’s influence in Gulu City, describing it as the face of the sub-region.
Lamwaka also the Omoro district woman MP reminded leaders that in the 2016 and 2021 general elections, the NRM performed better in first year compared to the last election which calls for more efforts from party leaders to campaign for the President if landslide victory is to be achieved.
She observed that in the last elections, Karamoja emerged the best in Northern Uganda followed by West Nile, and Acholi came third. “We need to work hard and emerge the best, but that consistency must be sustained and improved this time around.
“Now that the President is focusing his campaign strategy at the district level, there’s a lot of work that will remain at the grassroots,” Lamwaka said. “Gulu City must not be taken over by the opposition we must guard it as the gateway to the region’s political success.”
Appeal for Early Facilitation
During the engagement, several district NRM leaders appealed to the NRM Secretariat to ensure timely facilitation and logistical support. They stressed that adequate resources and early disbursement of campaign materials would be vital for effective mobilization right from the village level.
The leaders pledged unwavering commitment to delivering overwhelming support for President Museveni and the NRM party, saying Acholi is ready to consolidate the gains of the ruling government.
In attendance was Richard Todwong the Secretary General, Bosco Odoch Olak the Presidential Campaign Coordinator for Northern Uganda, Beatrice Akello Akori the State Minister for Economic Monitoring among other dignitaries.
