The commissioning of a 3.2billion shillings Amuru Town Seeds Secondary School in Kilak South Constituency in Amuru district has been suspended over alleged shoddy workmanship following an inspection done by the leaders other government officials recently.
The suspension was ordered by Sister Dr. Rosemary Okiror, the Deputy Head of the RDC’s and Anti-Corruption Unit at the Office of the President, after concerns were raised about the quality of works completed by the contractor that prompted her to suspend until two weeks ahead from the initial one week commissioning period to allow the work to be done.
Okiror said the decision follows findings that the project did not meet expected standards, pointing to issues that could compromise both safety and service delivery for learners.
“The work done was not satisfactory. We cannot commission projects that are characterized by poor workmanship and non-compliance with expected quality standards,” Okiror said, adding that government will not compromise on accountability.
She further directed relevant oversight structures to carry out verification and ensure that the contractor addresses the defects before any commissioning is undertaken.

Reacting to the suspension, John Bosco Opiyo, the Chief Administrative Officer of Amuru District, attributed the problems to the contractor’s failure to deliver quality, describing the current state of the school as unacceptable.
Opiyo said the shortcomings were worsened by inadequate funding, which has caused the project to stall for years.
He noted that the district is working with stakeholders to determine the next steps, including assessment of the works and the necessary corrective actions by Agwero Constuction Limited.

LC5 Says District Faces Persistent Challenges, Including Stalled Projects
Speaking as well, Odongkara Christopher, the District LC5 Chairperson for Amuru, said the suspension highlights broader governance and delivery challenges facing the district.
Odongkara said Amuru has continued to experience delays and stalled constructions due to recurring funding constraints and implementation hurdles.
He called for close monitoring of ongoing and future infrastructure projects to ensure value for money and timely completion.
Francis Okwera the site engineer Agwero Construction Limited acknowledged defect and weak concrete mixture pledging to fix the challenge before the next stipulated time frame given.
The challenge is equally affected Amuru Seed Secondary school which has failed to take shape over related funding predicament.
Officials indicated that commissioning will remain paused until the issues identified are addressed.
